Lieutenant James Portilla
California Highway Patrol

Lieutenant James Portilla is a 19 year veteran of the California Highway
Patrol. Lieutenant Portilla is currently assigned to the California Highway
Patrol headquarters, Commercial Vehicle Section (CVS).
Lieutenant Portilla began his Law Enforcement career in 1985 as a Military
Policeman in the United States Army. Portilla joined the California
Highway Patrol in 1989 and worked road patrol for 7 years in the Oceanside Area. Portilla continued to work road patrol in the Los Angeles area where he received numerous commendations including the California Medal Of Valor. In 2002, he began working Commercial Vehicle Enforcement with the California Highway Patrol Inland Division Commercial Services Unit. Portilla spent several years working at the Mojave Scales. He has received a variety of Department of Transportation training related to Level 1 Commercial Vehicle Inspection, Motorcoach Inspection, Hazardous Material Inspection, Cargo Tank Inspection and Radioactive Response and Enforcement Training.
Lieutenant Portilla is currently assigned to the CVS Credentialing unit where he tackles issues related to driver licensing, interstate registration, operating authority and transportation issues pertaining to NAFTA.
